Alexia Bautista

Alexia advises global investors and energy companies on Mexico’s evolving political and regulatory landscape. Her analysis focuses on the country’s extractive industries, including deep insight into Pemex and its shifting role in Mexico’s energy future.

Based in Mexico City, Alexia draws on over a decade of diplomatic and advisory experience, including roles at the Mexican Ministry of Foreign Affairs and as Consul for Political Affairs at the Consulate General in San Antonio. She has worked closely with Deputy Foreign Ministers and led engagements with local governments, multilateral institutions, and private-sector stakeholders across Mexico and the United States.

Before joining Horizon Engage in 2022, Alexia served as a public affairs consultant, supporting governments, NGOs, and corporations on governance, bilateral relations, and strategic communications. She regularly briefs C-level executives and contributes weekly columns on energy reform, development, and foreign policy in El Economista and Revista Nexos.

Alexia earned her Master’s degree in Political Science and International Relations from the Graduate Institute of International and Development Studies in Geneva, and her Bachelor’s in International Relations from El Colegio de México (COLMEX), with an exchange at Sciences Po Paris. She is fluent in Spanish, English, and French.
