Andrew oversees the firm’s research across the Middle East & North Africa region, managing a team of analysts covering key countries stretching from Morocco to Iran. He is the lead analyst for Algeria, where he lived and worked from 2013 to 2020, including as host of Andi Hulm, Algeria’s first entrepreneurship reality television show.

Andrew brings nearly two decades of experience helping investors and organizations navigate the complex political and economic environments of the MENA region. His expertise spans energy politics in North Africa, the eastern Mediterranean and the Gulf, the political economy of the Arab world, regional energy relations with Europe, and governments’ policy decisions around the green transition.

Prior to joining Horizon Engage in 2022, Andrew oversaw economic development programs and conducted business intelligence research throughout MENA. He has worked or studied in Syria, Jordan, Iraq, Morocco, and Algeria, and traveled extensively across the region.

Andrew is a Nonresident Senior Fellow at the Atlantic Council and a former Visiting Fellow at the European Council on Foreign Relations. He is also the author of The Algerian Dream: Youth and the Quest for Dignity (New Degree Press), which explores the origins of Algeria’s 2019 Hirak uprising.

He holds degrees from Georgetown University’s School of Foreign Service and the University of Paris 1 Panthéon-Sorbonne’s School of Management. Andrew speaks French, Arabic, and German.
