David Abeleven

Dave provides strategic guidance on political, regulatory, and institutional developments in Suriname. He advises clients operating in the energy, mining, and environmental sectors, helping them anticipate regulatory shifts, understand decision-making dynamics, and evaluate investment opportunities in a rapidly changing market.
Based in Paramaribo, Dave brings deep expertise in electricity reform, resource governance, and public policy implementation. His areas of focus include Suriname’s political environment, state-owned oil and gas governance, environmental regulation, and the intersection of coalition politics and energy-sector control.
Prior to joining Horizon Engage, Dave spent over 15 years in senior government and advisory roles. He served as Managing Director of the Energy Authority of Suriname and Permanent Secretary at the Ministry of Natural Resources, where he led institutional modernization efforts and helped shape Suriname’s Green Development Strategy, EITI membership, and implementation of the Minamata Convention. He has also worked with the Caribbean Development Bank and the World Bank on regulatory reform and sustainable development initiatives.
Dave holds an MSc in Business Economics from Anton de Kom University and a Mathematics Teaching Degree from IOL Suriname. He completed advanced executive training in international energy regulation and sustainable development through the Florence School of Regulation.
