Graham advises clients on political and governance developments in Namibia. He provides analysis on the country’s evolving oil and gas sector, with a focus on how political institutions, regulatory frameworks, and governance practices are shaping the trajectory of natural resource development.

Based in Windhoek, Graham is one of Namibia’s most widely recognized experts on public policy and resource governance. He connects developments in the energy sector with broader political dynamics, offering clients clear, grounded insight into how policy decisions are made and implemented.

Graham has served as Executive Director of the Institute for Public Policy Research, an independent Namibian think tank, since 2008. In this role, he has led research on governance, transparency, and development. Prior to that, he worked as a governance consultant and journalist, including for The Namibian newspaper, Agence France Presse, the BBC World Service, and the Mail & Guardian (South Africa).

Graham frequently contributes to public policy conversations in Namibia and provides expert commentary in domestic and international media.

He holds a BA with Honours in English Language and Literature from the University of Liverpool.
