Mark Boulware

Mark advises clients on political, security, and commercial risk across West and Central Africa—particularly the Sahel—translating institutional dynamics and government structures into actionable insights for investors and operators.

Mark comes from a career that blends military service and diplomacy. He served as US Ambassador to Mauritania (2007–2010) and Chad (2010–2013), and held roles as Deputy Chief of Mission in Cameroon and El Salvador, Consul General in Rio de Janeiro, Diplomat in Residence at Florida International University, and Faculty Advisor at the National War College.

Prior to joining Horizon Engage in 2017, Mark spent nearly four decades in US government service, beginning as a commissioned officer in the US Army and later becoming a career diplomat with the US Information Agency and State Department. He also served as Acting US Ambassador to Liberia and held senior policy positions in Washington, including Chief of Staff in the Office of the Under Secretary for Civilian Security, Democracy, and Human Rights.

Mark holds a BA and MA from Midwestern State University. He is the recipient of the US State Department’s Superior Honor Award, Senior Performance Pay Award, and three Meritorious Honor Awards.
