William Brownfield

Bill advises clients on political risk, regulatory volatility, and stakeholder dynamics in Venezuela. Drawing on decades of experience shaping US foreign policy in Latin America, he provides strategic insight into how evolving power structures, sanctions regimes and governance challenges influence one of the world’s most resource-rich oil and gas markets.
Bill’s distinguished diplomatic career includes serving as US Ambassador to Colombia (2007-2010), Venezuela (2004–2007), and Chile (2002-2004). He was later Assistant Secretary of State for International Narcotics and Law Enforcement Affairs (2011–2017), overseeing global programs advancing security and the rule of law.
In addition to his role at Horizon Engage, he is a Senior Advisor at the Center for Strategic and International Studies and a frequent media commentator. Bill has testified before Congress on Latin American security and governance issues.
He holds a JD from the University of Texas School of Law and a BA from Cornell University. Bill speaks Spanish and French.
