Our origin story
Joe and Sasha started the business in 2003. During this period Russia was opening up to foreign investors and energy investors needed to understand how the country operated and who made the decisions and how foreign investors could successfully navigate an opaque and bureaucratic environment. Horizon Engage was born to provide industry relevant political risk intelligence & advisory services with a specific focus on the key decision makers for foreign direct investors.
